What certificate do you need?
A shipmaster’s (skipper’s) qualification certificate entitles the holder to operate a leisure motorboat — without engine-power limitations — on the inland waters of Lithuania, its inland waterways, and within the territorial sea. In other words, it is the standard credential for skippering a private powerboat here.
Who can apply?
Training courses can only be attended by people who are at least 18 years old. Beyond age, the process involves a recognised training course followed by the official examination.
Where the training happens
Qualification courses are delivered through Lithuanian maritime training providers, such as the Lithuanian Maritime Academy (LAJM), which run programmes specifically for leisure powerboat operators. These cover navigation basics, safety, rules of the water and practical handling.
Coming with an international certificate?
Lithuania is among the countries that recognise the International Certificate of Competence (ICC) under the relevant UNECE resolutions, so an ICC is generally accepted as proof of competence for operating recreational craft. If you already hold one, you may not need to start from scratch — but it is worth confirming for your specific vessel and waters.
