Moving to Lithuania? The Residency Step You Need Before a Driving Licence

People often come to us ready to exchange a licence, only to discover they have skipped a step: residency. Under Lithuanian rules, a driving licence is tied to living here, so it is worth getting this right first.

The 185-day rule, plainly

To obtain a Lithuanian driving licence, your place of residence must be declared in Lithuania for at least 185 days in each calendar year. In legal terms, a person is “permanently residing” here if they normally live in Lithuania at least 185 days a year.

What if I haven’t hit 185 days yet?

You are not automatically stuck. If your residence is not declared, or has been declared for fewer than 185 days in a given year, you may instead use documents of your choice to substantiate your personal or occupational ties to Lithuania — for example an employment contract or study enrolment. The authority assesses these on a case-by-case basis.

How declaring residence works

The good news is that declaring your place of residence is a straightforward, largely online process. It is a separate administrative step from the licence application itself, which is why we always check it first — there is no point booking exams or translations if the residency foundation is not in place.

Short visit vs. long stay

  • Up to 185 days (a visit): you can generally keep driving on your valid national licence.
  • More than 185 days (you live here): you are expected to exchange your foreign licence for a Lithuanian one.
